Starting in 1843 Foot represented Vermont in the House and than in the Senate, till his death in 1866. He was chairman of important committees and was president pro tempe of the senate during part of the 36th and 37th congress. Foot was prominent in debate and took an active part in the discussions on the admission of Kansas to the Union in 1858.
