After a conventional education in Chihuahua, Quinteros came to Mexico City in 1951 and studied painting and drawing at the Academy of San Carlos. In 1957 he became a member of the T.G.P. and devoted his career to engraving and printmaking. He became the Secretary of that organization. He was a founder and president of the Garden of Art, a part of the National Institute of Mexican Youth.
